Second Take: Blame NRP. The loved/hated revitalization program created the balkanization you see on this map. What we call Jordan today encompassed a larger swath of North called Forest Heights. Then local residents wanted a library, so they created a smaller neighborhood called Jordan to accomplish that feat. That was successful. You can see the same thing in South Minneapolis’s Phillips (or should I say Midtown Phillips, East Phillips, Ventura Village and West Phillips).
Then again, look at Portland, which clearly has it’s own overabundance of “neighborhoods.”
